    Valorised but not valued? Affective remuneration, social reproduction and feminist politics beyond the crisis

    This paper proposes an analytical distinction between modes of valorising and modes of valuing social reproduction to suggest that a conflict between these two opposing modes lies at the heart of an ongoing crisis of social reproduction in the face of purported economic recovery, where unpaid reproductive labour constitutes a source of surplus value. A systemic imperative to expand markets in the pursuit of profitability goes hand in hand with a devaluation of social reproduction, either by making this work invisible or by externalising its cost. The paper analyses the specificities of this process in the context of contemporary Britain and investigates the role of the state, focusing on volunteering and new forms of ‘affective remuneration’ linked to financialisation and the connection between social reproduction and wealth extraction. In conclusion, the paper outlines the contours of possible counter-practices informed by a feminist politics

    In the wake of austerity: social impact bonds and the financialisation of the welfare state in Britain

    This paper provides an analysis of the financialisation of the British welfare state. In a continuation of neo-liberal privatisation and labour market activation, the financialised welfare state pursues a policy of welfare retrenchment, while engaging in forms of social engineering aimed at producing self-responsibilised individuals and communities who are financially literate, ‘investment-ready’ and economically productive. New financial instruments such as social impact bonds are deployed to these ends, both to ‘solve social problems’ and enable cost saving. Through the use of such financial instruments, the implementation of regulatory infrastructures and tax incentives, the financialised welfare state becomes a vehicle for the transfer of wealth from the public to private investors, while subjecting the domain of social policy to the vicissitudes of global financial markets. This paper offers a critique of these developments, situating the case of Britain within the broader global context and with regard to the implications for understanding the current political economy of the welfare state

    Similarity of the concentration field of gas-phase turbulent jets

    This work is an experimental investigation of the turbulent concentration field formed when the nozzle gas from a round, momentum-driven, free turbulent jet mixes with gas entrained from a quiescent reservoir. The measurements, which were made with a non-intrusive laser-Rayleigh scattering diagnostic at Reynolds numbers of 5000, 16000, and 40000, cover the axial range from 20 to 90 jet exit diameters and resolve the full range of temporal and spatial concentration scales. Reynolds-number-independent and Reynolds-number-dependent similarities are investigated. The mean and r.m.s. values of the concentration are found to be consistent with jet similarity laws. Concentration fluctuation power spectra are found to be self-similar along rays emanating from the virtual origin of the jet. The probability density function for the concentration is also found to be self-similar along rays. Near the centreline of the jet, the scaled probability density function of jet fluid concentration is found to be nearly independent of the Reynolds number

    Sustainability, Externalities and Economics: The Case of Temperate Perennial Grazing Systems in NSW

    The replacement of perennial grass species by undesirable annual grass weeds not only results in lower productivity but is also contributes to a range of external costs. In particular, shallow rooted annuals result in greater deep drainage and therefore a greater potential for salinity, and greater volumes of runoff of poor quality water to streams. In this paper an economic framework for examining the sustainability issues of a perennial grazing system on the NSW Central Tablelands is presented. This involves a combination of simulation and dynamic programming models, with the state of the system represented by variables for the perennial grass composition and soil fertility.     Fatigue loading history reconstruction based on the rain-flow technique

    Methods are considered for reducing a non-random fatigue loading history to a concise description and then for reconstructing a time history similar to the original. In particular, three methods of reconstruction based on a rain-flow cycle counting matrix are presented. A rain-flow matrix consists of the numbers of cycles at various peak and valley combinations. Two methods are based on a two dimensional rain-flow matrix, and the third on a three dimensional rain-flow matrix. Histories reconstructed by any of these methods produce a rain-flow matrix identical to that of the original history, and as a result the resulting time history is expected to produce a fatigue life similar to that for the original. The procedures described allow lengthy loading histories to be stored in compact form

    Closure of fatigue cracks at high strains

    Experiments were conducted on smooth specimens to study the closure behavior of short cracks at high cyclic strains under completely reversed cycling. Testing procedures and methodology, and closure measurement techniques, are described in detail. The strain levels chosen for the study cover from predominantly elastic to grossly plastic strains. Crack closure measurements are made at different crack lengths. The study reveals that, at high strains, cracks close only as the lowest stress level in the cycle is approached. The crack opening is observed to occur in the compressive part of the loading cycle. The applied stress needed to open a short crack under high strain is found to be less than for cracks under small scale yielding. For increased plastic deformations, the value of sigma sub op/sigma sub max is observed to decrease and approaches the value of R. Comparison of the experimental results with existing analysis is made and indicates the limitations of the small scale yielding approach where gross plastic deformation behavior occurs

    Harnessing the social: state, crisis and (big) society

    The paper analyses the UK government’s plans to create a social investment market. The Big Society as political economy is understood as a response to three aspects of a multi-faceted, global crisis: a crisis of capital accumulation; a crisis of social reproduction; and, a fiscal crisis of the state. While the neoliberal state is retreating from the sphere of social reproduction, further off-loading the costs of social reproduction onto the unwaged realms of the home and the community, it is simultaneously engaging in efforts to enable this terrain of social reproduction to be harnessed for profit. Key to this process are specific government policies, the creation of new financial institutions and instruments and the introduction of the metric of ‘social value’. Policies ostensibly aimed at resolving the crisis in ways that empower local communities, actually foster further financialisation and a deepening of capitalist disciplinary logics into the social fabric

    The Emergence of Multiple Robust Zonal Jets from Freely Evolving, Three-Dimensional Stratified Geostrophic Turbulence with Applications to Jupiter

    Three-dimensional numerical simulations of freely evolving stratified geostrophic turbulence on the β plane are presented as a simplified model of zonal jet formation on Jupiter. This study samples the parameter space that covers the low, middle, and high latitudes of Jupiter by varying the central latitude of the β plane. The results show that robust zonal jets can emerge from initial small-scale random turbulence through the upscale redistribution of the kinetic energy in the spectral space. The resulting flow’s sensitivities to the flow’s deformation radius LD and the two-dimensional Rhines length Lβ = (U/β)^½ (U is the characteristic turbulence velocity and β is the meridional gradient of the planetary vorticity) are tested, revealing that whether the outcome of the upscale energy transfer becomes dominated by jets or vortices depends on the relative values of LD and Lβ. The values of Lβ and LD are varied by tuning the β-plane parameters, and it is found that the flow transitions from a jet-dominated regime in Lβ ≲ LD to a vortical flow in Lβ ≳ LD. A height-to-width ratio equal to f/N, the Coriolis parameter divided by the Brunt–Väisälä frequency, has previously been established for stable vortices, and this paper shows that this aspect ratio also applies to the zonal jets that emerge in these simulations

    An Economic Evaluation of Research into the Improved Management of the Annual Grass Weed Vulpia in Temperate Pastures in South-Eastern Australia

    NSW Agriculture has a history of research investment in managing weed problems in the temperate pasture areas. One focus of that research has been on the development of improved management practices for the major annual grass weed vulpia. Recent surveys have found that weeds comprised up to 80% of pasture biomass in some temperate areas and that typical vulpia contents are between 30 and 40% of pasture biomass. Temperate pasture degradation is recognised as being a major contributor to the wider environmental problems of soil erosion, salinity and acidity. This evaluation related to a project (1996-2002) that focussed on the vulpia problem in the New South Wales temperate pasture areas. The benefits of that research were measured as the difference in the economic returns from the project (the with-research scenario) and those that would have resulted if the project had not been initiated (the without-research scenario). The results indicated high levels of economic benefits from the vulpia project. The annual net project benefit had a mean value of 58million.Thebenefit−costanalysisgeneratedameanNPVof58 million. The benefit-cost analysis generated a mean NPV of 196.9 million and a mean BCR of 22.2. These results demonstrate that research by NSW Agriculture into the improved management of vulpia has the potential to generate substantial long-term economic benefits. Other socio-economic aspects of the results showed that wool producers outside the New South Wales temperate areas lost economic surplus (from a mean -21.7millionto−21.7 million to -47.8 million) because they were unable to adopt the cost-reducing technology and faced a reduced wool price. All wool consumers gained from vulpia research because of expanded wool production and lower wool prices. Improved vulpia management is also considered to produce important environmental benefits by encouraging a greater use of deep-rooted perennial grasses and the beneficial effects of these on mitigating soil problems and reducing water table discharges.benefit cost analysis, research evaluation, annual grass weeds, vulpia, Research and Development/Tech Change/Emerging Technologies, Q160,
